In 1988-1989, the voters of San Bernardino and Riverside Counties each passed a 20-year 1/2 cent sales tax measure to expand their area's transportation system.  In 2002, Riverside County 's voters agreed to an early extension of their measure and a similar election took place in San Bernardino County.  The funds from these measures, when combined with state and federal dollars, have led to numerous projects that have dramatically increased the efficiency of the region's transportation system.  The various freeway projects include several with major economic significance:

  • Interstate 210.  This is Southern California 's newest interstate freeway connecting the Inland Empire to the Pasadena area of Los Angeles County and on to the I-5 freeway going north to San Francisco.  The first 15-mile section from San Dimas to Fontana opened in 2002.  In addition, the right of way has been purchased and construction has started on the final 13 mile stretch to the I-215 in San Bernardino.  It will be finished in 2006.  This route will increase the efficiency of goods distribution from the millions of square feet of manufacturing and distribution space located in San Bernardino County.
  • Interstate 15 & 40.  Interstate travel is being aided by an expansion of the I-15 freeway from the Inland Empire north area to Las Vegas.  As part of this effort, an interchange connecting the I-15 to the I-40 in Barstow has been completed and is easing the flow of commerce towards Phoenix.  These routes are crucial as the Victor Valley-Barstow-Southern California Logistics Airport area are starting to become a key location for large distribution centers.
  • State Route 60.  A major expansion of SR-60 is underway including a sweeping interchange at the intersection with SR-91.  An HOV and dedicated truck lanes from there, east to Moreno Valley , are complete.  This route is crucial as a good deal of Riverside County 's future manufacturing and distribution sector expansion will be in this area which includes the March Inland Global Port airport.
  • State Route 86.  In the Coachella Valley , SR-86 has been improved and provides expanded access along the 90 miles to the Maquiladores business district of Northern Mexico.  Given the growing importance of California exports of goods and professional services to Mexico under NAFTA, this will open up new economic possibilities for Palm Springs and other Coachella Valley cities.
  • State Route 58.  SR-58 is being expanded to four-lanes for the entire distance from Barstow in the Inland Empire North to the I-5 and SR-99 in Kern County.  When this work is completed, the logistics facilities that locate within the Inland Empire North will be able to send goods to California 's Central Valley and the San Francisco Bay Area without crossing congested Los Angeles County.
  • Commuter Lanes.  Lengthy new commuter lanes have been completed on SR-91 to Orange County, the I-10 to Los Angeles County and the SR-60 freeways to Los Angeles County greatly increased the passenger traffic capacity on these routes.  Meanwhile, the Orange County Transportation Commission has purchased the toll lanes on SR-91.  This will allow a further expansion of transportation corridors along this route between Riverside and Orange counties.
  • State Route 71.  This route provides access to SR-60 headed for Los Angeles County.  When it is completed to the SR-91, it will also provide access to Orange County.
